From the Director

The past few months have been very busy at The Hawkins Center. Like many other legal and social service agencies, we have been doing our best to assist people who have lost or are at risk for losing public benefits. As you undoubtedly know, Congress and President Clinton recently overhauled this country's social welfare programs.

You will read in this issue of the changes in law, regulation and policy that have severely impacted Social Security and SSI benefit entitlement for children, immigrants and the substance addicted. You will also read about the vast increase in continuing disability reviews which threaten to cut off the sole source of income for thousands of disabled Americans. Many other changes and developments of less note, but still very important to those affected, have taken place which we simply do not have the space to cover in this newsletter.

As a result of these changes, the need for advice and representation to those facing the loss or denial of benefits has increased dramatically and, unfortunately, there are few resources for people to turn to. Our efforts in recent months have been focused on meeting some of these needs. With this newsletter issue we hope to bring you up to date and we look forward to keeping you informed throughout 1997.
